Emergency Alert Program
As part of Crescenta Valley Water District’s (CVWD) strategic plan to increase Customer Awareness, Improve Service Offerings, and prioritize Emergency Preparedness, CVWD will use Everbridge.
The Everbridge emergency notification system allows CVWD to instantly send critical messages to residents and businesses across multiple communication devices, including cell phones, home phones, email, text messaging, fax, and more. To ensure that individuals receive time-sensitive, life-saving emergency information from the District residents, you must sign up and register your contact information.
Goss Canyon No. 2 Warranty Repairs

The Crescenta Valley Water District (CVWD) would like to inform you of an upcoming repair project in your area. In July 2023, CVWD awarded J. Colon Coatings of Alta Loma, CA the contract to complete this work, which was successfully finished in early 2024. However, a follow-up inspection identified minor areas of corrosion requiring additional attention. Maintaining a safe, reliable, and high-quality water supply remains our highest priority. To ensure continued integrity and protect the recent investment in rehabilitating the Goss Canyon water tank, J. Colon Coatings will conduct the necessary repairs at the site as part of our ongoing commitment to infrastructure maintenance.
The Contractor, J. Colon Inc. will begin mobilizing on Thursday, January 29, 2026, when the 500,000-gallon storage tank will be taken out of service while welding and other internal and external steel components of the structure are repaired. In addition, to help the contractor stay on schedule and ensure a high-quality finished product on the interior surfaces, dehumidification equipment will be placed on site. This equipment may run twenty-four (24) hours throughout the duration of the project and is typically turned off on weekends. This is a necessary measure to adhere to coating manufacturer requirements and prevent issues such as rust blooms, blistering and curing failures on the interior surfaces.
Work hours are Monday through Friday from 7 a.m. to 4 p.m.
Water service to residents will not be disrupted for this project.

This project will be delivered using a Progressive Design Build approach, a two-stage contracting method the District has chosen for the Project’s design and construction. Stage 1 consists of contracting the PDB Team for a fixed price to complete 60%-90% complete design and other preconstruction activities, including regular cost estimating. At the completion of Stage 1, the District and PDB Team negotiate a Guaranteed Maximum Price (GMP), which is the maximum price for which the PDB team agrees to complete the project’s defined scope. Stage 2 begins with a contract amendment covering the completion of the project design and construction for no more than the GMP. In October 2025, the Board approved a Progressive Design Build Contract to Sukut/West Coast Civil to accomplish the work.
Well 5 Rehabilitation, Projects E-1101

Crescenta Valley Water District (CVWD) will be rehabilitating Well 5 as part of its FY 25/26 Capital Improvement Projects. Subsurface Technologies was awarded the projects in October 2025 and will conduct routine maintenance at the site starting in December 2025. The routine maintenance will enhance each well’s functionality by restoring lost pumping capacity due to natural clogging of well screens over time. By improving the wells, the District can continue to supply the community with safe and reliable drinking water. El Sereno Ave (4900 block) Pipeline Replacement Project
Crescenta Valley Water District (CVWD) will be replacing approximately 340 linear feet of aging water pipeline as part of CVWD’s FY 23/24 Capital Improvement Program. The project will replace an old 4-inch diameter water main with a new 8-inch diameter water main and install new water services. The water main was originally installed in 1947 and has outlived its usefulness. Below you’ll find helpful information related to this project and how you may be impacted.

CONSTRUCTION SCHEDULE (June 4, 2024):

Schedules are subject to change as weather and unforeseen circumstances are always a factor.
Access will be provided for emergencies, mail delivery, and trash services. Residents will have access to their properties. CVWD advises that residents avoid traveling through the construction zone whenever possible. CVWD will provide an updated construction schedule via CVWD’s website (www.cvwd.com) to better inform the residents of the construction activities as the project progresses.
As in most construction projects, this work will create a certain amount of unavoidable public inconvenience.
Two issues that the public needs to know about during construction:
- There will be a period of time, usually between 4 to 6 hours, when the water service to your home will be shut down. This will occur when the contractor ties the new water pipeline into the existing water pipeline. The District will send another letter regarding the contractor’s construction schedule and the anticipated shutdown date.
- Crews will be installing temporary parking and traffic restrictions along El Sereno Ave and El Moreno St. This will allow our crews to work in a safe and expeditious manner to complete the project. Temporary “No Parking” signs will be posted a minimum of two (2) days before construction. The District asks that you observe these signs and any other traffic control. Driveways within the construction zone may be temporarily restricted due to the construction. CVWD’s on-site inspector and the contractor will assist you with access into and out of your driveway.

Large Meter AMI Replacement Program, Project E-1031

In an effort to provide water service more efficiently and record usage accurately throughout its water distribution system, Crescenta Valley Water District (CVWD) will replace all 3-inch and 4-inch water meters with new 3-inch and 4-inch “Smart” water meters. During the period that work will be performed at your home, the property will experience water service interruption for approximately 2 to 4 hours.
We suggest you draw water before the shut-off time to supply everyday needs. It is also advisable to store water in the bathtub for toilet flushing. In addition, after the water is back in service, we recommend turning on your faucets slowly, as air may be trapped in your water line from recharging the water main in the street. The air should dissipate quickly, and water service should be restored to normal. Lastly, it is suggested that you consult the User’s Manual for all appliances connected to your home’s plumbing system to ensure proper use after the water is back in service.
